Yes. The reason most adult skaters look like this is because they haven’t learned to twist their spine (shoulders against hips), a movement that is critical to figure skating. Without spinal torsion, the only way to turn things is to turn your entire body, which is slow because it has adult-size mass and inertia. The secondary reason for this look is most adult skaters have not learned to push their hips forward / lead with their hips. With their pelvis behind their center of gravity, other body parts (shoulders) must compensate and be ahead of the center of gravity. And thus the mean distance-from-vertical-axis of the body parts is too large, giving the overall system a larger rotational moment of inertia, which makes it slower to turn or rotate. The third reason is lack of practice rotating the legs in the hip sockets, which can be super-useful to place the foot and skate in one direction while the rest of the body is still facing another direction.
